Program Underwriters (PUI) was founded in 1979 as a family-owned Florida wholesale insurance brokerage built on underwriting expertise, integrity, and long-term agency partnerships. More than four decades later, that foundation remains unchanged.
Today, under the leadership of Donna Buto and Steve Buto, PUI continues to serve independent insurance agents throughout Florida with specialized commercial lines solutions designed for complex and hard-to-place risks.
Unlike many large national wholesalers, PUI remains proudly independent. We do not maintain common ownership with a competing retail agency. Our focus is clear: support our agency partners — never compete with them.
